Discretionary Funds: Guiding Principles

Most parishes maintain a fund for the clergy to use at their discretion for financial assistance to those in need. There is frequently a lack of transparency and accountability with these funds, and many clergy have gotten into trouble by misusing the discretionary fund. There are three principles that should guide how these funds are administered: • Caution! Handle with care. • Confidential ≠ Secret • Sunshine kills germs It is very important to remember that confidentiality is not the same as secrecy. If something is being done with the fund that you would not want anyone to know about, then there is likely a problem.
